Campaign
for Supporting Establishment of International Criminal court
since June 16 1998 - continuous
Since ACIJLP participation
in the Rome Conference in July 1998, and then selection of ACIJLP to be
the coordinator of the Arab coalition of International Criminal Court ICC
at 15 / 9 / 1999.
Campaign aims at raising
governmental and non-governmental awareness of the significance of ICC as
an important new mechanism to implant criminal justice and human rights
around the world.
Campaign included:
1.
On 27 May 1999, the center invited
a number of Egyptian non-governmental organizations and individuals
concerned with human rights to a round table in order to discuss three
main topics: 1. the possibility of starting joint activities to
contribute to the role played by international NGOs for an International
Criminal Court. 2. calling for the creation of an Egyptian NGOs coalition
for an ICC. 3. to set a work plan for such an Egyptian NGOs coalition to
urge for the establishing of an ICC.

On 29 May 1999, the round table was
held where the center presented a paper explaining in brief the importance
of the establishing of an ICC.
3.
On 1 June 1999, the Egyptian NGOs
Coalition was announced putting among its major activities to raise the
awareness of the need for an ICC among legal and judicial circles as a
first step, and to form a coalition of NGOs on the Arab level.
4.
On 15 June 1999, and at the
sideline of the First Arab Justice Conference held in Beirut, an extended
meeting took place between a number of Arab NGOs after a paper had been
distributed among them by the ACIJLP on the importance of the creation of
an ICC, and the role could be played by NGOs in this regard.
5.
On 1 July 1999, an Arab NGOs
Coalition was formed and announced its objectives. It consisted then of
21 Arab organizations.
6.
On 3 July 1999, an invitation was
sent to other Arab NGOs urging them to join the coalition. Subsequently,
its members reached 25 organizations.
7.
On 12 July 1999, the Arab Coalition
for an ICC sent an appeal letter to the ministers of foreign affairs in
Arab countries asking for ratification of the ICC Statute.
8.
On 14 July 1999, a sample letter
was sent to members of the Arab Coalition for an ICC to send it to the
ministers of foreign affairs in their countries urging them to sign and
ratify the ICC Statute.
9.
On 26 July 1999, the Declaration of
The Hague was sent to members of the Arab Coalition for an ICC for
signatures. The signatures of 25 Arab NGOs were collected and sent to the
International NGOs Coalition for an ICC in New York.
10.
On 28 July 1999, a letter was sent
to permanent Arab representatives at the United Nations, and heads of
missions. The letter included governmental decisions made towards the
establishing of an International Criminal Court.
11.
On 1 August 1999, a brochure on the
ICC was issued as part of a campaign for creating a public opinion
supportive to the creation of the ICC.
12.
From 8 – 13 August 1999, ACIJLP
participated in the second Prep Com of ICC in UN and brochure and founding
declaration were distributed.
13.
From 8 – 13 August 1999, ACICC met
with official Arab delegations in the second Prep Com of ICC in UN and
attended by many international organizations.
14.
On 17 September 1999, the brochure
produced by the Center on the International Criminal Court was distributed
to editors in chief, and columnists in Egyptian newspapers.
15.
On 17 September 1999, the brochure
and the Monitor newsletter, issued by the International Coalition for an
ICC, were distributed to members of the ACICC.
16.
On 19 September 1999, letters were
sent to Arab embassies in Cairo asking them to provide us with their
constitutions to see how international treaties are ratified according to
these constitutions.

On 22 September 1999, members of
the ACICC were informed about the ratification by the state of Bangladesh
of the ICC Statute, and they were called to urge their states to sign and
ratify the statute.
18.
On 27 September 1999, the brochure
and the founding declaration were distributed to organizations, which are
not members in the ACICC, inviting them to join the Coalition.
19.
On 14 October 1999, press news on
ACIJLP commendation of attitudes of delegations of international
parliament conference on establishment of permanent ICC was distributed to
Egyptian newspapers and NGOs.
20.
On 17 October 1999, a letter was
sent to Ms. Hanan Ashrawy, Secretary General of the Palestinian
institution Miftah, telling her about the activities made so far regarding
the ICC. Her organization then joined the ACICC.
21.
On 17 October 1999, the videotape
on the ICC produced by the ICICC was translated into Arabic, and
distributed to the 36 organizations members of the ACICC at that time.
The video features the atrocities experienced by the humanity in this
century, and shows the need to punish the responsible for this atrocities.
22.
On 18 October 1999, a letter of
nomination of some persons to participate in the third PrepCom by ACIJLP
was sent to International Coalition for ICC (CICC).
23.
On 21 October 1999, the Coalition
nominated Ms. Asma Khedr to attend the third PrepCom held from 29 November
to 17 December 1999.
24.
On 1 November 1999, the Arab
Organization for Human Rights (AOHR) joined the ACICC following a meeting
between Nasser Amin, General Director of ACIJLP, and Mohamad Fayik,
Secretary General of the AOHR, in which they discussed how to activate the
role of the Coalition.
25.
On 7 November 1999, letters were
sent to Egyptian members of the Coalition informing them of the joining of
the AOHR to the Coalition.
26.
On 21 November 1999, a report was
made on the activities achieved, and planned to be achieved, by the ACIJLP
as the Coalition coordinator. The report, along with a final list of the
36 organizations members of the ACICC, were sent to Arab members of the
Coalition.
27.
On 29 November 1999, the founding
declaration announcing the Arab Coalition for an ICC, the ICC brochure,
and all documents and publications on the ICC were sent to heads of
judicial bodies in Egypt and Arab countries, as well as to judges on the
ACICC mailing list, and professors of law in faculties of law in Egypt and
Arab countries.

An interview was made by the TV
Channel ART with Nasser Amin on the ICC and its role in the Arab region.
The videotape on the ICC was presented more than one time during the
interview.

From 18 – 21 December 2000, ACIJLP,
coordinator of ACICC, participated with a paper in an Arab seminar
entitled “ For Independent and Active ICC” in Amman – Jordan.

A workshop on ICC in Tunisia by
Amnesty.
34.
Call for New Egyptian and Arab
organizations to join the ACICC.
35.
A poster on the ICC was made and
distributed to bar associations and their branches in Egypt and Arab
countries, and to members of the ACICC.
36.
The conclusions of the March 2000
PrepCom were sent to the ACICC members, and Egyptian newspapers.
37.
A letter was sent to ACICC members
to be sent to their foreign ministers in their countries to urge them to
participate in the next PrepCom.
38.
More copies were printed of the
brochure on the ICC, and the videotape.
39.
From 24 – 27 May 2001, a training
session was held by ACIJLP for human rights activists in the Arab region
on how to support the establishing of an International Criminal Court.
40.
From 8 – 11 May 2002, an Arab
conference was held on the role of the ICC in protecting human rights, and
the stance of Arab countries in the regard entitled “ Permanent ICC:
Debates and Suggestions”.
41.
Participation in all PrepComs.
42.
Participation in founding
International Criminal Bar (ICB).
43.
On 17 July 2003, Celebration of
International Criminal Justice Day.
44. On 17 July 2003 , celebration
of " The World Day For The International Criminal Justice " was Convened
in Cairo .
